Mrs. Elizabeth Virginia Bailey Napper was born July 2, 1923 in Buena Vista, Marion County, Georgia to the late Arrie Williams Minter and Charlie Bailey. She acquired her education in the public school system of Marion County and her Christian upbringing in the Mount Zion Baptist Church where she accepted Jesus Christ as her personal Savior and joined the band of Christian believers. She was united in holy matrimony to the late Elner Napper, Sr. and to this union they were blessed with four children. An avid gardener, she loved her flowers and working outdoors. A soft spoken woman of God, Virginia served as an usher in the Mt.
